The USA is revoking the anti-dumping duty on ammonium nitrate from Ukraine, but does Ukraine have something to export?

The notice was published on June 18, 2018 in the Federal register, the official journal of the US Federal Government.

On May 1, 2018, the Department of Commerce (Commerce) initiated the sunset review of the antidumping duty order on solid agricultural grade ammonium nitrate from Ukraine. Because the domestic interested parties did not participate in this sunset review, Commerce is revoking this antidumping duty order.

On September 12, 2001, Commerce issued an antidumping duty order on solid grade ammonium nitrate from Ukraine. The rate for Ukrainian producers was 156.29%. On June 12, 2013, Commerce published its most recent continuation of the order. On May 1, 2018, Commerce initiated a sunset review of this order.

Despite the good news for Ukrainian exporters, in general the situation is not good. Because of interruptions in the operation Ukrainian producers decrease the production and, as a result, the export of fertilizers, in particular, ammonium nitrate. According to the State Statistics Service of Ukraine, if ammonium nitrate export from Ukraine in 2013 was 660,700 tons, in 2017 this figure was only 148 tons.
